Reforms Must Become an Integral Part of Work Culture to Make SECL India’s No. 1 Coal Company: CMD Shri Harish Duhan
SECL Organises Its First-Ever ‘Chintan Shivir’; In-Depth Deliberations on the Company’s Future Roadmap in Line with the Goal of Atmanirbhar Bharat in the Energy Sector
KORBA. In alignment with the national objective of Atmanirbhar Bharat in the energy sector, South Eastern Coalfields Limited (SECL) organised its first-ever Chintan Shivir on 16 January 2026. The programme was held at the auditorium of SECL Headquarters, Bilaspur.
The objective of the Chintan Shivir was to undertake a comprehensive review of the company’s achievements, identify existing gaps, and deliberate on clear and time-bound action plans to strengthen key focus areas such as production, dispatch, safety, cost efficiency, sustainability and digitisation.
This unique and forward-looking initiative was led by SECL Chairman-cum-Managing Director Shri Harish Duhan. Senior leadership including Director (Technical–Operations) Shri N. Franklin Jayakumar, Director (Human Resources) Shri Biranchi Das, Director (Finance) Shri D. Sunil Kumar, Chief Vigilance Officer Shri Himanshu Jain, and Director (Technical–Projects & Planning) Shri Ramesh Chandra Mohapatra were present during the deliberations.
Nearly 200 officers from the Headquarters and all operational areas participated in the Chintan Shivir. The participants included Area General Managers, Heads of Departments and a large number of young officers up to E-5 level.
Addressing the gathering, CMD Shri Harish Duhan said that SECL must once again be positioned as the country’s number one coal company. For this, reforms should not remain mere slogans but must become an integral part of the organisation’s work culture. Emphasising speed, technology and digital interventions, he stressed the need for faster execution and a clear, transparent decision-making process. He highlighted the importance of maintaining quality along with production to deliver a superior customer experience, while continuously working on cost efficiency and revenue generation. Referring to Vision 2030 and Vision 2047, he underscored the need to stay ahead in diversification, the net-zero roadmap and industry linkages. He also called upon young officers, describing them as the future of the company, to play a leading role in realising SECL’s vision and transforming it into a future-ready organisation.
Fifteen Presentations, Open Dialogue and Participative Deliberations
During the Chintan Shivir, a total of 15 presentations were made by Heads of Departments. The presentations covered a wide range of topics including the company’s roadmap towards 2047, underground production plans, quality control, dispatch, FMC, safety, land acquisition and rehabilitation, environment and forest clearances, use of digitisation and AI, human resources, finance and contract management.
Each session was followed by an interactive question-and-answer segment, in which the CMD, all Directors and the Chief Vigilance Officer actively participated. Open-floor discussions encouraged the exchange of ideas, suggestions and innovative inputs, promoting both top-down and bottom-up approaches.
It is noteworthy that this Chintan Shivir at SECL was organised in the backdrop of the Chintan Shivir convened by the Ministry of Coal in New Delhi from 5–6 January 2026 with the management of Coal India and its subsidiaries. Based on the key takeaways and directions from that forum, SECL first conducted similar deliberations at the operational area level, followed by this consolidated Chintan Shivir at the Headquarters.
A New Initiative, A New Perspective
The Chintan Shivir marks a new, structured and participative initiative by SECL aimed at strengthening collaboration, innovation, transparency and result-oriented thinking within the organisation. The platform not only helped prepare the organisation for future challenges but also emerged as a powerful medium to actively involve young officers in policy formulation and the decision-making process.
कोरबा। कोरबा के मानिकपुर चौकी क्षेत्र अंतर्गत मुड़ापार स्थित लिटिल स्टेप स्कूल के पास एक ऑटो गैरेज में उस समय अफरा-तफरी मच गई, जब एक चलती कार में शॉर्ट सर्किट से आग लग गई। गैरेज में मौजूद मिस्त्री ने तत्काल पानी डालकर और केबल वायर काटकर आग पर काबू पा लिया।
जानकारी के अनुसार, एक युवक लाल रंग की कार लेकर गैरेज पहुंचा था। गाड़ी रोकते ही वह तुरंत बाहर निकला और मिस्त्री को आवाज लगाई। मिस्त्री के मौके पर पहुंचते ही कार में अचानक आग की लपटें उठने लगीं, जो देखते ही देखते बढ़ने लगी।
शॉर्ट सर्किट के बाद लगी आग
कार चालक युवक ने बताया कि वह किसी काम से निकला था, तभी उसे गाड़ी से हल्का धुआं आता महसूस हुआ। वह किसी तरह कार को गैरेज तक लाया।
जैसे ही उसने बोनट खोला, धुआं तेजी से निकलने लगा और उसने तुरंत मिस्त्री को बुलाया। बताया जा रहा है कि चूहे ने कार के केबल काट दिए थे, जिसके कारण शॉर्ट सर्किट हुआ और आग लग गई।
समय रहते आग में पाया काबू
समय रहते आग पर काबू पा लिए जाने से एक बड़ी घटना टल गई। यह क्षेत्र आबादी वाला है और पास में ही बच्चों का स्कूल भी है। आगजनी के समय लोगों की आवाजाही भी थी।
घटना की सूचना मानिकपुर चौकी पुलिस और दमकल विभाग को देने की तैयारी थी, लेकिन आग पर जल्द ही नियंत्रण पा लिया गया।

DMF का कथित मिसयूज…केंद्र ने छत्तीसगढ़ CS को पत्र-जारी किया:तत्कालीन कलेक्टर पर निजी फायदे के लिए 26 करोड़ मंजूर करने का आरोप
कोरबा। कोरबा में डिस्ट्रिक्ट मिनरल फंड (DMF) के कथित दुरुपयोग के मामले में केंद्र सरकार ने छत्तीसगढ़ के मुख्य सचिव विकास शील को स्मरण पत्र जारी किया है। यह कार्रवाई भाजपा के वरिष्ठ आदिवासी नेता और पूर्व गृहमंत्री ननकी राम कंवर की शिकायत के बाद की गई है।
शिकायत में बालको से संबंधित सड़क निर्माण के लिए डीएमएफ फंड के गलत इस्तेमाल का आरोप है। दरअसल, ननकी राम कंवर ने शिकायत की थी कि दर्री ध्यानचंद चौक से बजरंग चौक परसाभाटा बालको तक की सड़क के लिए तत्कालीन कलेक्टर अजीत बसंत ने बालको को निजी फायदे के लिए डीएमएफ फंड से लगभग 26 करोड़ रुपए स्वीकृत किए थे।
ननकी राम के अनुसार, यह सड़क बालको की है और इसका निर्माण-मरम्मत बालको के सीएसआर फंड से होना चाहिए था। इस मामले में केंद्र सरकार ने पहले भी मुख्य सचिव विकास शील को पत्र जारी किया था। पूर्व गृहमंत्री ननकी राम कंवर ने आरोप लगाया कि तत्कालीन कलेक्टर को भारत सरकार में शिकायत होने की जानकारी मिलते ही, उन्होंने अपने ट्रांसफर से पहले ही लोक निर्माण विभाग को आनन-फानन में टेंडर प्रक्रिया जारी कर दी थी।
मुख्य सचिव से जवाब मांगा
इस जानकारी के बाद ननकी राम कंवर ने केंद्र सरकार को फिर पत्र लिखकर अवगत कराया। केंद्र सरकार ने उनके पत्र पर संज्ञान लेते हुए मुख्य सचिव छत्तीसगढ़ शासन विकास शील को पत्र लिखा है। इसमें केंद्र ने नाराजगी जाहिर करते हुए पत्र में लिखे गए तथ्यों के संबंध में जवाब मांगा है और आवेदक को भी अवगत कराने को कहा है।
कलेक्टर ने पुल मरम्मत कार्यों का निरीक्षण किया
इसी बीच कलेक्टर दुदावत ने डीएमएफ के तहत बनने वाले दर्री डेम मार्ग (ध्यानचंद चौक से बालको के बजरंग चौक तक) का निरीक्षण किया। उन्होंने आवश्यक मरम्मत कार्यों को प्राथमिकता के साथ पूरा करने के निर्देश दिए। साथ ही बेलगिरी-ढेंगुरनाला पुल के मरम्मत कार्य के लिए भी शीघ्र निविदा प्रक्रिया शुरू कर समयबद्ध तरीके से कार्य प्रारंभ करने के निर्देश दिए हैं।
